Quebec announces Express Entry-style economic immigration intake system


A new Expression of Interest System’s plans have been unveiled by the Government of Quebec modeled on the federal Express Entry  system.

The new Expression of Interest will be managing candidate profiles for the Quebec Skilled Workers Program (QSWP).

Quebec’s immigration Ministry has made it very clear to create the intention of its own version of Express Entry which will follow the introduction of Canada’s federal economic immigration management system.

The Quebec program is very unique and they have a lot of resources to make autonomy in creating their programs.

The Expression of Interest system will be replacing the first-come first served application process for the program plagued Mon Project Quebec application portal and the QSWP. The portal will be continuing to receive applications from the cap-exempt QSWP candidates with an employment offer and also temporary residents of Quebec is in place until the Expression of Interest system.

Candidates would have to submit an Expression of interest as a first step, who are eligible for the Quebec Skilled Worker Program just like the Express entry.

Like the federal Express Entry program, the profile will be valid for 12 months.

It is perceived that once an applicant enters the Expression of Interest pol they would receive another score based on the ranking system which will determine the position in the pool; it will be much similar to the Express entry Comprehensive Ranking system.

In the federal Express entry system, a candidate’s ranking score is found out by the points that have been awarded for the factors such as language skills, education, age and also some other additional factors. Quebec is going to have a very unique point system which will operate in a very similar way.

Candidates will be drawn from the Expression of Interest pool during the invitation rounds and after that a specified number of candidates who meet the cut off score will be issued the invitations to apply for the Quebec Selection Certificate or CSQ.

Applicants who have been issued the invitation to apply would be given 90 days to submit the complete application for the Quebec Selection Certificate. The applicant who will receive a CSQ from Quebec would be allowed to apply to the government of the Canada for permanent residence.

However, more details about the system, the ranking system and the start date are expected to be announced soon in the near future.

It is a good sight to see that Quebec is going on with revamping their plans to intake the skilled workers. And everyone is excited to see that how ranking points will be assigned with the new system, in fact Quebec will be conducting draws from the Expression of Interest pool.
